EA on the ISPA Program received an Accreditation to Proceed to an Extended Decentralized System for Projects Management

The Directorate "Coordination of Programs and Projects" received an Accreditation for an extended decentralized system for projects management. This happened on November 23, 2006 after the EC signed a resolution, regarding the management of the means.

Till now the projects on the Program ISPA in Bulgaria were accomplished on the principle of the decentralized management system. this means a preliminary control from side of the EC Delegation on every stage of the dealing and contracting and a following control upon the payments which are being accomplished.

As a result of the long preparation process of the Executive Agency for project management, the Ministry of Transport deserved its accreditation for extended decentralized management. With this accreditation the responsibility will be assumed by the MT, which will accomplish the functions on preliminary control. The activities are including: the approval of the tender announcements and the tender dossiers, examination and approval of the members of the tender evaluation commissions and the evaluation reports, as well as the contract dossiers for signing the contracts.

The Granted accreditation is a result of immense efforts from side of the MT, towards the effective adoption of the EU funds. The resolution of the EC gives the Executive Agency on ISPA in the MT the possibility to continue with the management of the projects in the sector "Transport" in the period after the joining of the European Union, without the financing of the projects to be interrupted.
