Ministers Ivaylo Moskovski, Tomislav Donchev and Liliana Pavlova presented the new guidelines for the development of Trans-European Transport Network (TEN-T)

The Minister of Transport, Information Technology and Communications, Ivaylo Moskovski, the Minister of Management of European Funds, Tomislav Donchev and the Minister of Regional Development, Liliana Pavlova presented today new guidelines for the development of Trans-European Transport Network (TEN-T) on a joint press conference held in the Ministry of Transport, Information Technology and Communications.

"On this day the European Commission is adopting new guidelines for the development of TEN-T and thus determine it’s transport priorities in Horizon 2020, 2030 and 2050 years," said Minister Ivailo Moskovski. According to his words TEN-T is very important for the development of transport infrastructure of Bulgaria as a European priority planning areas. For Bulgaria this is an extremely important and meaningful process that determines the future EU policy in the long run, said Minister Ivaylo Moskovski.

Considering the efforts made in recent years, Minister Moskovski expressed his satisfaction with the successful work done by the MTITC. He also thanked Minister Donchev and Minister Pavlova and their teams for the support provided during the negotiation period. Minister Moskovski also noted the good cooperation with experts from the European Commission.

The development of Trans-European Transport Network (TEN-T) is a priority, both in European and national transport policy. As a member of the EU, Bulgaria is interested in a coherent policy for development of the transport network within the Union. The geography of the country determines its important place in this network.

The main objectives of TEN-T are related to:

  • Ensuring sustainable mobility of people and goods in an area without internal frontiers, in terms of social conditions, safety, environment and competition;
  • Strengthening economic and social cohesion;
  • Optimal use of available capacity and interoperability between transport modes;
  • Providing high-quality infrastructure on acceptable economic terms;
  • Improving and facilitating the access;
  • Effective linking TEN-T with neighboring countries and regions.

The new policy for development of trans-european transport network includes network planning on two levels: wide area network and main network.

In the wide area network are included 5 new road segments:

  • completion of the Hemus highway;
  • Rila Motorway;
  • speed road I -2 Ruse-Shumen;
  • speed road Varna - Durankulak;
  • road Plovdiv - Rudozem.

 Railway lines, that are proposed for inclusion in the network, cover all major rail routes in Bulgaria.

Envisaged in the comprehensive TEN-T network to include intermodal terminal in Sofia, Plovdiv, Varna, Burgas, Ruse, Lom, Dragoman, Svilengrad and Gorna Oryahovitsa. In the field of water transport are covered sea ports of Varna and Burgas and Silistra river port. In terms of airport infrastructure includes 5 major Bulgarian airports - Sofia, Burgas, Varna, Plovdiv and Gorna Oryahovitsa.

These projects have a horizon of implementation to 2050.

Main network includes all existing corridors, as also the route Sofia - Veliko Tarnovo - Ruse - Bucharest  and the railway line Sofia - Gorna Oryahovitsa - Ruse - Bucharest.

The preliminary list of projects in Bulgaria horizon modes of implementation to 2020 include:

1. Priority Project 18 "Overcoming bottlenecks on the Danube" - 371.5 million.

2. In the field of rail and intermodal transport:

  • Railway line Dragoman - Sofia - September
              - Serbian border / Dragoman - Sofia (43 km) - 133 million
              - Sofia - September (101,5 km) - 1081 million euro;
  • Full completion of the railway junction Sofia - 310 million euro;
  • Priority Project 22 Vidin - Medkovets - Mezdra - Sofia (223,1 km) - 2677 million euro
              - Vidin - Medkovets (62,5 km) - 537 million euro
              - Medkovets - Mezdra (84,3 km) - 736 million euro
              - Mezdra - Sofia (76,3 km) - 1404 million euro;
  • Sofia - Pernik - Radomir (48,8 km) - 360 million euro;
  • Intermodal Terminal Ruse - 15 million euro;
  • Completion of the railway line Plovdiv - Burgas (including railway junction Burgas) - 85 million euro.


3. In the field of road transport:

  • Struma Motorway Lot 3 - 910 million euro;
  • Kalotina-Sofia Motorway - 405 million euro;
  • Hemus Motorway - 1 250 million euro
             - Jablanica - Veliko Tarnovo - 750 million euro
             - Veliko Tarnovo - Shumen - 500 million euro;
  • Black Sea Motorway - 450 million euro;
  • Vidin - Botevgrad-330 million euro;
  • Ruse - Veliko Tarnovo - 250 million euro;
  • Veliko Tarnovo - Makaza - 292 million euro.

The event was attended by Deputy Minister of Transport, Information Technology and Communications Kamen Kichev, Deputy Minister of Regional Development Nikolina Nikolova, experts from the Executive Agency of the EU "TEN-T" Anna Livieratu, Deputy Director General of "National Railway Infrastructure Company" Hristo Alexiev, Chairman of the " Road Infrastructure  Agency" Lazar Lazarov, Executive Director of the" Metropolitan "EAD engineer Stoyan Bratoev, Vice-Chairman of the Executive Agency" Maritime Administration" Stephen Neychev, Directors from MTITC and representatives from Permanent Representation of the European Commission in Bulgaria.
