The procedure for the first major project for e-government started

MTITC announced today the largest contract in the country for developing of e-government. Documentation with the subject: "Development of electronic administrative services" is uploaded to the page of the institution. The budget is 18 million, and the job is divided into 5 lots. Applicants have 52 days to develop their projects.

For the first time, IT companies were able to discuss the procedure with the Deputy Minister on the day of its’ launch. Valery Borissov met with representatives from four professional organizations - BAIT, BASCOM, ICT Cluster and Bulgarian Web Association.

"This is not just a project for 18 million, it allows those funds to be invested with intellect, ideas and vision. I urge you to give the best of what you are able so that citizens to be able quickly and effectively to feel the effects of the start of e-government "- said Deputy Minister Borissov at the meeting.

Participants noted that 8-10 months period is enough to lay the foundation of a real working E-governance.

It is expected by the end of November to strart working e-document exchange between government institutions. At this stage will be included the Ministries of Transport; Economy, Energy and Tourism; Foreign Affairs and Executive Agency "Road Infrastructure".

One of the next specific objectives set by the Deputy Minister is up to 6 months to create the conditions for submission of annual financial accounts in one place, not as it was before - in Tax Administration, National Statistical Institute or Registry Agency. We work actively with the administration of the Ministry of Justice, Registry Agency, and National Statistics Institute to make this possible.

At the end of November the first official delegation from Estonia will arrive in Bulgaria to discuss the theme of e-government.

Valery Borissov announced the priorities to branch organizations: maximum catching up in recent years, dialogue with business to overcome the narrow corporate interests in the name of the most common goal - a working e-governance, improving the coordination between institutions at the central administration in E-governance, efficient use of small financial resources for e-governance.

Next week, IT organizations will nominate two representatives to be actively involved in meetings of the Working Group on e-governance.

"Good results can be achieved only in dialogue with the IT business. Only together we can catch up with the accumulated huge delay " said Deputy Minister Borissov.
