Danail Papazov: We are ready from 1st of January to link technical inspection with the obligations to CAT

I support the idea of ​​passing an annual technical inspection only after all obligations to the Police and local authorities are paid. This was stated by the Minister of Transport, Information Technology and Communications Danail Papazov in an interview for Darik Radio.

According to him, MTITC has technical preparedness to begin to apply the requirements from 1 January 2014 and the decision will be taken after careful analysis and coordination with other institutions. Until now, there was a requirement for vehicle owners to provide note for paid local taxes prior to the technical inspection. With the changes, the system of inspection can be directly related to those of the Municipality and CAT, as the human factor will be limited to the maximum.

"We are going to apply for the fund for major regional projects, which was separated by the government in the draft state budget" said Minister Papazov. According to him, a project will be proposed for an intermodal terminal in Varna and moving the port of Varna - East from its current location together with new passenger and cargo railway station. "We will apply for funding for the first phase of this project, which includes design and start of the construction of the quay wall, which totals about 105 million lev" added Danail Papazov. 

In response to a question, Minister Papazov said that currently there is no danger for the implementation of the Operational Programme "Transport". "This is the best performing operational program in Bulgaria. With such assessments was completed the Monitoring Committee of the program" he added. Ongoing is the preparation of the next programming period of the program as the European Union focuses on eco transport. "For this reason, together with Minister Terzieva, we proposed investment in rail and road transport to be distributed equally - 50 to 50" said Minister Papazov.

Railway sector priorities include full completion of the modernization of the line Burgas - Plovdiv and start of workings in the part of Sofia - Septemvri. The other two projects that are listed under the OPT for funding after 2014 are Karnobat - Sindel and Ruse - Varna.

Danail Papazov explained that during the next programming period in the road sector, it remains to construct the worst part of "Struma" highway, which covers Kresna gorge. Depending on the available financial resources after its launch, they will be working on the ramp Vidin - Sofia in the part Vidin to Montana."In fact, in the third place among our priorities is the part of the" Hemus" highway to the junction of Pleven - Lovech and the project to build a tunnel under the “Shipka" Peek said the Minister of Transport.

In a conversation about the Bulgarian State Railways, Danail Papazov pointed out that the participation of the Ministry of Finance within the negotiations with the creditors is an additional guarantee for the commitment of the entire state to the matter. "We want to reschedule the debts of the company for 10 years" said Minister Papazov. He pointed out that principal payments had already started and only for the month of October over 30 million lev has been paid. "These are resources that we provided without additional assistance from the state and are a result of the measures that were applied" said Danail Papazov. At this stage there is no provision for any layoffs in BSR. Completely revised is the schedule of BSR for 2014, as it is expected that lines that were suspended in 2011 to be restored.
