Nikolina Angelkova: the State Administrator will not compete with the IT business

The State Systematic Administrator will provide sustainability of the results and projects in the e-government field and will not be a parallel state structure to compete with the business, said the Minister of Transport, Information Technology and Communications Nikolina Angelkova during today’s presentation of the amendments to the e-Governance Act before companies from the ICT sector.

“Our team is doing their best so that the process of amending the Act is as transparent and effective as possible”, added Minister Angelkova. She recalled that the expert group to work on the draft includes not only representatives of the Ministry but also experts from the branch and employers organizations, NGOs and the academic field.

The experts worked effectively and on 20 September they presented the first draft. Among the main amendments laid in the draft are the establishment of a State Systematic Administrator and improvement of the coordination when planning policies and information recourses.

The amendments to the e-Governance Act have already been presented to the directors responsible for IT and network security at ministries and agencies. The deadline for written proposal is 3 October and after that, the draft is to be uploaded for public discussion. “Our goal is to present the government to come a coordinated draft of the amendments to the e-Governance Act”, concluded Minister Angelkova.
