Liberalization of transit freight between Bulgaria and Serbia as of June 1, 2015

Experts from the transport ministries of the Republic of Bulgaria and the Republic of Serbia participated in the meetings of the Joint Bulgarian-Serbian Commission on international road transport on 19-20 March 2015 in Sofia. During the meeting they agreed on the liberalization of bilateral and transit freight as of June 1, 2015, which will allow transportations without permits. Permits for freight to and from third countries, however, are required. The reason for this is the growth in trade between the two countries and the important role played by road transport in the development of bilateral trade and economic relations.

Participants agreed that no tolls will be collected as of June 1, 2015 on a reciprocal basis in the territories of both countries for transport of goods (including transport with ECMT / CEMT permits), except tolls, vignette charges and road facilities usage fees.

The Serbian delegation committed to make an offer to the competent authorities for the release of Bulgarian bus carriers from June 1, 2015 from payment of fees for buses with Bulgarian registration that transport passengers to or transit through the territory of the Republic of Serbia, following the question of Bulgarian party pursuant to Article 11, item 3 of the bilateral Agreement on the international haulage of passengers and cargo.

Following the exchange of information on the bus services between the two countries and the transit through their territories, the parties agreed on the quota of permits for shuttle services without paying the toll for 2016 to remain unchanged (600 pcs.), with the possibility of issuing an additional number of permits at the request of either party.

The Bulgarian delegation brought the issue of the rules governing the movement of vehicles exceeding the limit values ​​for masses and dimensions in the Serbian territory, for which the Serbian party committed to provide the necessary information.
