Technical examination passing without automobile tax payment is no longer possible

At the request of the Association of Municipalities in Bulgaria, technical examination passing without automobile tax payment is no longer possible. As of this week, electronic verification of tax payments will be carried out during technical examinations, contrary to the previous practice of presentation of a document, issued by the municipality. This electronic verification will only function in municipalities, which have declared their full readiness to ensure the system’s connectivity and functionality.

For municipalities, which have not declared their full readiness, the system will require only provision of a tax payment or tax exemption document, which should be scanned. This document will be accepted in case of no information provided by the municipality or in case of system crash. Other types of documents will not be accepted.

We note that the municipalities are obligated to mark the automobile tax payment in the system and are also obligated to issue a tax payment document with a sticker on it.

We remind you that as of September 2014 amendments to Regulation H-32 came into force. The Regulation envisages automobile tax payment verification to be carried out electronically through the information system of technical examinations. For this purpose, municipalities must provide access to their tax payments databases. The Regulation indicates that electronic verification will work effectively only when the municipality has provided compatible access to its tax payments database. Expectations are that tax collection will be increased when the system operates at full.
