The commission investigating the flight accident with the airplane AN2 with air operator “Kapoli Air”, approved by the Minister of Transport, continues with the on spot inspection in the village Kozlovets. An examination of the airplane parts and remains has been started. Talks are held in that very moment with eyewitnesses of the catastrophe.  

The Minister of Transport ordered to GD “Civil Aeronautical Administration” to carry out a complex check of all air companies possessing agricultural aeronautical means.   

According to the initial data and the information collected so far, it becomes clear that the air plane belongs to the air operator “Kapoli Air” which accomplishes agro-chemical activities. Three persons were on board, two of them have died on the spot, the third passenger – 12 year old boy is in a Pleven hospital with a lot of injuries.  

The commission suggests an immediate implementation of the following safety measures:

• the heads of the air operators accomplishing air-chemical activities shall declare in written form by General Directorate “Civil Aeronautical Administration” the readiness of the technics for spring-summer conditions;
• all recommended procedures for air-chemical activities to be carried out strictly as they are prescribed in the instruction for air-chemical work;
• GD”Civil Aeronautical Administration” shell send letters to all air operators, to forbid persons who are not part of the crew, to reside on board at the flight time;
• the air operators who exploit airplanes AN2 shell check the air craft engine in all operational modes and record the parameters in the board log-book;
• the heads of the air firms, as well the managing directors shell bring the flight discipline, and the strict observing of the procedures, written in the documents, to the whole staff notice.

The flight accident, with an agricultural air plane AN2 happened yesterday April 11, 2006, at 15.55 on the land of the village Kozlovets, in the vicinity of Svistov.
