The Ministry of Transport Started a New Rubric “Anticorruption” on its Internet Portal Today 21.08.2006

The Ministry of Transport started today on its internet portal a new rubric “Anticorruption”. It aims the effective dialogue with the citizens, regarding the prevention and reaction against corruption in the system of the Ministry of Transport, as well to inform the civilian about the procedures for submitting signals for irregularities and corruption in the administration and its structures.

With the start of the current rubric we are targeting a constructive dialogue with all people to the subject, which is so sensitive for the society – corruption. We have developed a form, which could facilitate the submission of a signal for irregularities and omissions in our work. You can find the form in our new rubric “Anticorruption”.

In the context of the accomplishment of the “Strategy for transparent administration, prevention and reaction against corruption” on the Internet site of the Ministry there is a hot telephone line with the numbers:02/940 95 61 and 02/940 94 30, which the citizens can use to give a warnings for violations and irregularities, ascertained in our system.

The creation of a Center for information and coordination on the “One Desk” principle has been recognized as a good practice regarding anticorruption. It was opened in December 2005 in the Ministry of Transport. The interruption of the direct contact between the citizens and the employees, accomplishing a given service, decreases the corruption risk in the system. On the other hand the citizen’s service quality is being notably increased. The attendance concentration in the system leads to a rapid and competent dialogue between the users of the numerous services, which are being carried out within the system of the transport.

The statistic illustrates that the most varied cervices in the country are being offered in the field of automobile transport. In regard of this fact the direction of the Ministry differentiated a separate unit for citizen’s attendance on the principle “One Desk” in EA “Automobile Administration”.  For that reason a telephone line has been opened, where everyone can receive competent and fast information about the different kinds of cervices, accomplishment terms, the necessary documentation, as well guidance on how to fill in the forms. We would like to announce the telephones for connection to the special attendance unit – 02/930 88 40; 02/930 88 10.

ATTENTION! We kindly inform all citizens that in accordance with the regulations of article 111, paragraph 4 from the administrative-legislation code “A legal procedure shall not be initiated due to anonymous suggestions and signals, as well due to signals regarding violations which have been committed two, or more years ago”.

 

Signals for Irregularities and Corruption in the System of MT

You can send information for irregularities and signals for corruption in the system of the transport to: Sofia 1000, Dyakon Ignatiy Street №9, Ministry of Transport. The signal for violations committed by employees of the Ministry of Transport and its agencies will be checked from the special unit “Inspectorate”. The signals connected with corruption practices within the commercial societies, where the Minister of Transport represents the State in the general assembly, or exercises the rights of the one-man ownership upon the capital will be checked by Directorate “Concessions and Control upon the Activities of the Commercial Societies”. It is desirable to submit also evidences for the ascertained violations. This will increase the possibility for more effective actions from our side during the examination of the signals submitted by the citizens.
