Results from the First Three-Party Seminar on the Ratification of the Sea Labor Convention 28.09.2006

The first three-party seminar, initiated by the Bulgarian side, is the first event of this kind, which is taking place after the 94th sea session of the International Labor Organization. Host of the seminar were the Ministry of Transport and EA “Sea Administration.

The goal of the meeting was to achieve a global and effective applying of an international instrument, covering all norms and standards in the field of the sea labor law. An Interest towards the seminar was shown from the European governments and the social partners in these countries, and from Bulgarian side from Ship-owners and Syndicates representatives. High-representatives of the International labor organization, The International Transport workers Federation, The International Ship-owners Federation, European Commission representatives and the European Agency for Sea Safety, as well as representatives of twelve European governments took part in the forum.

All participants gave very high praise to the seminar; especially to it’s in time organization, because six months after the acceptance of the convention the countries had the possibility to share their attainments till that moment, as well as to exchange their experience by overcoming the difficulties in the process of the ratification preparation.       

Special attention was paid to the so called GAP analysis, which each one of the countries has to accomplish, in order to understand to what degree the national legislation needs to be changed, in order to enforce successfully the requirements of the new convention.
