16 applicants compete to analyze the map of reinstated ownership for non-urbanized areas 16.06.2015

The bids in the public procurement procedure "Assessment of the map of reinstated ownership (MRO) to design a cadastral map and cadastral registers (CMCR) a basis of the single system for maintaining cadastral data and the related services”, were opened at the Ministry of Transport, Information Technology and Communications.

The activities are carried out within the project "Upgrading of existing and construction of new central systems of e-government with a view to improving the information and communication environment for better administrative services to citizens and businesses", financed under the Operational Program "Administrative Capacity".

A total of 16 bids were opened for 5 out of 6 lots. For Lot 2 "Assessment of the map of reinstated ownership (MRO) to design a cadastral map and cadastral registers (CMCR) a basis of the single system for maintaining cadastral data and the related services" there is no bid placed and an additional procedure will be held.

Three companies were excluded from participation because the technical proposal has not been prepared in accordance with the requirements of the contracting authority. The participants placed their offers as follows:

The winning company will analyze the existing map of reinstated ownership (MRO), which contains information about the boundaries of lands in the urbanized areas of the country. Further they will carried out analysis and description of road and rail infrastructure sites, water and hydraulic structures and other large agricultural projects that fall within these areas, but are not described in the current MRO. This information will serve as the basis for the Geodesy, Cartography and Cadastre Agency (GCCA) in the design of cadastral map and cadastral registers for non-urbanized areas.

After the project completion some 95% of the cadastral register is to be digitalized, as so far only 30% of it is in electronic form, said Hristo Hristov, Director of "Information Technology" Directorate at MTITC and chairman of the evaluation committee during the opening of the price bids. The design of a cadastral map and registers for the most part of the country would facilitate the administrative service for the users of cadastral information - citizens, organizations, legal entities, public organizations, and will facilitate the process of designing a property register. The volume of cadastral (spatial) data will increase, which is a prerequisite for improving the interoperability and integration at European level.

Hristo Hristov pointed out that the project is being implemented in cooperation with three other institutions - Ministry of Agriculture and Foods, Ministry of Regional Development and Public Works and the Geodesy, Cartography and Cadastre Agency.
