Price offers of three eligible candidates in electronic administrative services platform development have been opened today at the Ministry of Transport, Information Technology and Communications. It is part of the public procurement with subject "Development of electronic administrative services platform with view to working in the cloud of the local administration and providing an integrated environment for teamwork." These activities have been included in the project "Electronic Development of Administrative Services", financed under Operative Programme “Administrative Capacity”.

Three candidates have been admitted to this stage of the procedure. "Deckart" Ltd., which gained a total score of 57.830 points on the technical proposal, offers a price of 987 000 lev without VAT for the implementation of activities. The technical aspects in the offer of "Ascorb Association" received 69.806 points and the offered price is 950,000 lev without VAT. The Commission assessed the proposed implementation of "Sirma Solutions" with 100 points. The offered price for the realization of activities is 989 000 lev without VAT.

The price bids were opened 15 minutes after the scheduled time due to the presence of only one representative of the corporal candidates to perform the contract. The Commission is expected to come up with proposal on the selection of participants.

The estimated value of the contract is 1 million lev without VAT and the deadline for its fulfillment is 30 September 2015 or one month before the date of completion of the project "Electronic Development of Administrative Services. In case of extension of its fulfillment, the criterion for selection of contractor for this procedure is the "most economically advantageous tender" wherein the financial burden estimates 40, and the technical assessment equals 60%.

Within the activities the contractor will have to develop new functionalities for the electronic administrative services platform, to perform overload and security testing and to implement the 50 services developed under the project of MTITC for Sofia Municipality in a lesser pilot municipal administration. The platform will be available for use by local administrations as a service with remote access.
