50 electronic services developed under MTITC’s project for Sofia Municipality, to be launched in weeks in other local administrations 03.11.2015

"Changing the obsolete manner, in which each administration handles its system in a feudal way as a huge informative island, was the main objective of ​​the project "Development of electronic administrative services", stated the Deputy Minister of Transport, Information Technology and Communications Valery Borissov at the opening of the final conference to present the results of activities.

"We started with an analysis and a proposal to change the legislation, which was incomprehensible to the institutions that had to implement it", said the Deputy Minister. The most important 34 data registers were defined to exchange information electronically. "At the beginning of the project an analysis was made to determine which administration provides the greatest number of services. It turned out that these are the municipalities", said Deputy Minister Valery Borissov. In his words, the project developed 50 of the most commonly used municipal administrative services and Sofia Municipality was selected partner. As a result of savings in project implementation, these services will be provided via a cloud structure of all municipalities in the country. First these services will be launched in Burgas, Gabrovo and Radomir, and in a few weeks they may be extended to other municipal administrations.

Just like the construction of a house, laying the foundations of e-governance, we developed an architectural model on how to provide e-services by the central administration and local authorities, said in his address Valery Borissov. Ten e-services were developed to test the performance of the models.

"Development of electronic administrative services” started with a large-scale tender, which involved all well-known international and Bulgarian companies in the sector, concluded Deputy Minister Valery Borissov. He recalled that Bulgarian companies with proven capabilities were selected as contractors in a transparent manner, without a single appeal against the decisions of the committee.

"Development of electronic administrative services" is implemented with the financial support of OP "Administrative Capacity", co-financed by the European Union through the European Social Fund.
