This is yet another major project to upgrade the e-government systems that the Ministry of Transport, Information Technology and Communications successfully completed with European funding, stated the Deputy Minister of Transport, Information Technology and Communications Valery Borissov during the closing event of the project. He pointed out that despite all the difficulties that have arisen in its implementation, the project is in its final stage and the results are visible.

"With this project the main electronic control systems, which are envisaged by the conceptual model, are being complemented with the currently missing components and functionalities", said Hristo Hristov, Director of the "Information Technology" directorate at MTITC and project manager. "Its results allow a service to be requested through the portal for access to electronic administrative services, and then to be paid and obtained entirely electronically", he added. The delays in launching the project have resulted in shorter deadlines for implementation, that is from 18 to 11 months.

A model for electronic validation and electronic issuance of documents was developed within the first Lot of the project. The second Lot involves the integration of 32 new central level registers with information that the state administration uses. Some 400 services have been deployed to allow access to data from these registries. Integration modules, which connect the whole process, are constructed within the third Lot.

The results of the fourth Lot concern the development and improvement of the integrated portal for access to electronic administrative services (www.egov.bg). The main objective of ​​the portal is to serve as a single point for requesting and obtaining electronic services. The manner in which the information is managed by the portal has been regulated so that it can be understandable for all users. There is a mobile version for ease of access. The fifth Lot envisages the completion of the Technical Control Centre for e-government and delivery of software and hardware. A contemporary and modern environment for the implementation and management of processes is being created. Lot six concerns the upgrade of the electronic payment systems and creates a one-stop-shop for electronic payments to the state administration. There is the possibility for all banks serving the state administration to join the system.

Project "Upgrading the existing and constructing new central systems of e-government with a view to improve the information and communication environment for better administrative services to citizens and business" is being implemented with the financial aid of Operational Program "Administrative Capacity", co-financed by European Union through the European Social Fund. It includes the following Lots:

Lot 1: E-validation of electronic documents and printouts of electronic documents, e-delivery of electronic documents, update of the Bulgarian national framework for interoperability of the information systems of the executive authorities.

Lot 2: Staff access to published registers of the state administration and linking sectorial information systems of state administration with published records;

Contractor: "Technologica" EAD

Contract value: 2 580 000 lev VAT incl.

Lot 3: Completion of the instrumental environment of e-government of the Republic of Bulgaria (BeG);

Contractor: "Bull S I" Ltd.

Contract value: 2 520 000 lev VAT incl.

Lot 4: Further development and improvement of the Single Portal for access to electronic services;

Contractor: "IBS Bulgaria" LTD

Contract value: 2 779 200 lev VAT incl.

Lot 5: Completion of the eGovernment Control Technical Center to Central Administration Data Center;

Contractor: "Cinesys" JSC

Contract value: 3 659 388 lev VAT incl.

Lot 6: Upgrading the system of electronic payments to the central and local administration, through the development of a one-stop-shop for existing payment instruments in Bulgaria and the development of real-time authentication service.

Contractor: Consortium "Tax Me" DZZD

Contract value: 2 400 000 lev VAT incl.

The total project value is just over 20 million lev and the deadline for its completion is the end of the year.
