The Law on Attraction Services has been published for public discussion

The Ministry of Transport and Communications published for public discussion the Law on General Safety Requirements for the Provision of Attraction Services which are a source of increased danger. The draft is available on the Public Consultation Portal of the Council of Ministers - strategy.bg, and on the website of the Ministry of Transport and Communications, and the deadline for observations and proposals is 23 September 2025.

The draft law regulates for the first time at national level the general safety rules for the provision of entertainment services with increased risk. 

The main goal of the bill is to increase the security of citizens and tourists when using amusement, air and water attractions, which are a source of increased danger to people's lives and health. It provides clear rules for registration and control of attraction service providers. A public register of the operators of attraction services at the Ministry of Tourism is introduced, which becomes a mandatory step for the implementation of the activity.

The draft law lays down mandatory safety plans and designation of responsible safety persons with the necessary qualifications, as well as mandatory insurance of the liability of suppliers to users of this type of services and to third parties. Daily inspections of the facilities by the safety responsible person are introduced, as well as annual and unannounced inspections by an accredited body. 

The law defines sanctions and administrative measures against offenders. When a risk is identified for the users, a forced suspension of the activity shall be applied. In case of recurrence, the possibility of doubling the financial sanctions is envisaged.

The project also introduces specific requirements for air and water attractions, as well as for entertainment facilities and those with the use of vehicles. High-risk activities, such as wingsuit jumping, and the use of attractions by children under 14 years of age without an accompanying adult are prohibited.
