The Deputy Minister of Transport, Information Technology and Communications, Dimitar Genovski, along with the Deputy Minister of Foreign Affairs, Georg Georgiev, the Mayor of Sofia, Yordanka Fandakova, the Ambassador of the USA, Eric Rubin and the Ambassador of Spain, Javier Perez-Griffo validated a postage stamp. It is dedicated to the Spanish diplomat Julio Palencia (1884-1952), who saved hundreds of Jews during the Holocaust.

Several post-philatelic editions related to the Jewish people have been issued in the Bulgarian Postage Stamps Issue, Deputy Minister Dimitar Genovski said during the ceremony. He recalled that the first one was validated in 1992 and is titled "500 years since the Sephardic Jews settled in Bulgaria". In 2003, the 60th anniversary of the rescue of the Bulgarian Jews was marked, and in 2013 an edition of the 70th anniversary of this historic moment was validated. Hereafter, the postage stamp with the portrait of Julio Palencia will go around the world as a token of appreciation for his deed, the deputy minister also said.
