C7.I1 Large-scale deployment of digital infrastructure

The main objectives of the Recovery and Resilience Plan is to facilitate economic and social recovery from the crisis caused by the COVID-19 pandemic as well as to create a more sustainable, equitable and prosperous economy. The Government has designed a set of measures and reforms that not only are aiming to restore the potential for economic growth, but also to develop and enhance it.

In accordance with Council of Ministers Decree No. 333 of 20 October 2022, amending Decree No. 157 of 7 July 2022 on the designation of the authorities and structures responsible for the implementation of the Recovery and Resilience Plan of the Republic of Bulgaria, the Ministry of Transport and Communications (MTC) has been designated as the Monitoring and Reporting Structure for Investment K7.I1 "Large-Scale Deployment of Digital Infrastructure on the Territory of Bulgaria" under the National Recovery and Resilience Plan (NRRP).

The Ministry of Transport and Communications has launched a call for proposals under the procedure “Large-Scale Deployment of Digital Infrastructure on the Territory of Bulgaria” (Investment K7.I1 of the National Recovery and Resilience Plan).

The available funding amounts to BGN 390,714,710.83. Each project proposal must cover one of the six planning regions in accordance with the NUTS 2 classification, with the applicant required to provide a minimum own financial contribution of 10%.

In accordance with Article 5, paragraph 2 of Council of Ministers Decree No. 114 of 8 June 2022 laying down detailed rules for the provision of funds to final recipients under the Recovery and Resilience Facility, the Ministry of Transport and Communications, in its capacity as the Monitoring and Reporting Structure for Investment K7.I1 “Large-Scale Deployment of Digital Infrastructure on the Territory of Bulgaria”, has published for public consultation the draft Terms of Application for receiving funding under the Facility.
