ЕА „Maritime Administration“ will install national integrated maritime surveillance infrastructure

Executive Agency “Maritime Administration“ will install a national infrastructure for integrated maritime surveillance based on the CISE data model. А kick-off meeting of the project "Implementation of Integrated Bulgarian Maritime Surveillance, based on a Common Information Sharing Environment (CISE) for the EU maritime domain surveillance - with the acronym InBulMarS 2" was held today in Varna.

The main goal of the project is delivery, installation and personalization of a graphical user interface for integrated maritime surveillance, which will create a better opportunity for cross-border and cross-sectoral exchange of information within the country and the European Union.

Activities include:

  • Construction of a highly reliable data center, as a platform of a national CISE node - Bulgaria (CISE Node - Bulgaria) and the necessary adapters for connection to existing systems (Legacy systems);
  • Migration of a national CISE node - Bulgaria on the new platform;
  • Delivery, installation and personalization of an external module for the national system (graphical user interface), through which the stakeholder organizations will be able to receive and share the necessary information, falling within their competences in terms of Bulgarian maritime domain.

InBulMarS 2 project will contribute to higher maritime awareness in order to ensure safer, more secure and cleaner seas, which is the basis for improving the quality of life and sustainable development on the European coast.

The expected results for the partner institutions, which exercise supervision and control over the situations arising in the Black Sea were also discussed during today's meeting.

At the opening the participants were greeted by Cap. Zhivko Petrov, Executive Director of EAMA, Deputy Minister of Agriculture, Food and Forestry Georgi Sabev, who is also a Head of the MA of Maritime Affairs and Fisheries Program 2014 - 2020 and Rear Admiral Kiril Mihailov, Commander of the Navy of the Republic of Bulgaria. Representatives of the European Maritime Safety Agency (EMSA), stakeholders, as well as project partners - the Navy, DG Border Police, Customs Agency, Executive Agency for Fisheries and Aquaculture and State Agency for National Security as an observer also took part.

The project "Implementation of Integrated Bulgarian Maritime Surveillance (InBulMarS), based on a common information sharing environment (CISE) for the EU Maritime domain surveillance - with the acronym InBulMarS 2" started on 04.08.2020 and will last 30 months. It is co-funded under the European Maritime and Fisheries Fund through the Maritime and Fisheries Program 2014-2020. The beneficiary and leading partner of the project is Executive Agency “Maritime Administration.

The total budget of the project is BGN 3,017,090, of which 85% is provided by the European Maritime and Fisheries Fund and the national co-funding is 15%.

The project initiative is developed in accordance with the priorities of the European Union to promote the implementation of the Integrated Maritime Policy and raise maritime situational awareness by implementing a common maritime information sharing environment (CISE).

InBulMarS 2 is based on the results of the project “EUropean test bed for the maritime Common Information Sharing Environment in the 2020 perspective” (EUCISE 2020), in which IAMA participated as a partner and is a logical continuation of the project completed in 2018. - "Integrated Bulgarian Maritime Surveillance" - InBulMarS.

The new project "steps" on the feasibility study prepared during the implementation of the InBulMarS project to determine the needs and requirements for improving cross-sectoral data exchange in the field of maritime surveillance and recommendations and specifications elaborated for upgrading and developing existing infrastructure in the context of CISE.

The deadline for implementation of InBulMarS 2 project is February 4, 2023.
