Minister Gvozdeykov: We end the possibilities for manipulation of technical inspection data

New requirements for roadworthiness tests which will significantly increase controls are now in force. This was stated by the Minister of Transport and Communications Georgi Gvozdeykov at the opening of a round table ‘Challenges to Sustainable Mobility. Unlocking Bulgaria's Potential’, organized by the Association of Car Manufacturers.

‘Starting next year, the technical stations must ensure the connectivity of the measuring devices with the information system of the executive agency Road Transport Administration so that the data are automatically received electronically,’ Minister Gvozdeykov said. He pointed out that this would limit the possibilities of changing the measurement data.

Minister Gvozdeykov said that the manufacturers are now obliged to provide the executive agency Road Transport Administration with the technical information about the vehicles. So far, the stations do not have such data, which makes it difficult to carry out the reviews.

We have also made changes in the definition of environmental groups, the Transport Minister said. ‘The actual data from the measurement of the exhaust emission content for all vehicles will now be reported. Until now, if the registration certificate did not reflect the environmental category of the car, the eco-group was determined depending on the date of the first registration without taking into account the measurements’, Georgi Gvozdeykov explained.

The technical inspections will also check the eCall emergency call system, which certain types of vehicles must be equipped with under European legislation.

Minister Gvozdeykov also recalled that in October this year changes were adopted in the Public Procurement Act, which aim to promote clean and energy efficient road vehicles. By the end of the year, the regulations on the requirements for clean vehicles to be set in public procurement will be ready.

‘The idea of creating a single register for road vehicles with all data on the technical condition, modifications of the construction, kilometres driven, repairs, maintenance, etc. is being discussed. This will give full information about the condition of the cars and enable consumers to make an informed choice when buying a car,’ Minister Georgi Gvozdeykov added.
