Deputy Minister of Transport and Communications
Eng. Biser Minchev holds a Master's degree in "Communication Techniques and Technologies" from University of Transport „Todor Kableshkov”, Sofia. He has over 30 years of professional experience in the field of railway transport.
In the period 2007-2011, he held expert and management positions in the Executive Agency "Railway Administration".
From 2011 to June 2023, he worked at the National Railway Infrastructure Company (NRIC).
As chief transport safety auditor at NRIC he was responsible for operation and maintenance of railway infrastructure, technical supervision of facilities, train movement, safety and internal security.
In the period January 2020 - February 2023, he was Deputy General Director Operations, where he controlled the activities of the company's central divisions.
