The driving course of the driver who caused the tragic incident near Sozopol ended the day before the introduction of digitalisation

The driving course of the driver who caused the severe road incident on 17 October in the area between Sozopol and Chernomorets ended on 11 July 2025 – one day before the mandatory digitalisation of driver candidate training came into force. This was announced by the Executive Director of the Executive Agency "Automobile Administration", Slav Monov, who today participated in the inspection of the driver's training course in Burgas. This means there is no electronic data to track the routes and digitally log the driving hours for his training; instead, they were recorded on the student's paper logbook.

The Executive Agency "Automobile Administration" has begun a full inspection of the driving school, the instructor, and the manner in which the training and exams of the driver, who received his driving licence on 16 October – just one day before the incident – were conducted. It is being carried out in the presence of media representatives and industry organisations, covering all available documentation for the course and video recordings from the theory and practical exams.

In cases like this, we rely solely on the paper logbooks kept by the school, stated Slav Monov. According to the established facts, the course began on 27 May 2025 and ended on 11 July 2025. The theory test was passed successfully on 25 August, and the practical part on 23 September.

He recalled that from 12 July 2025, all driving schools are obliged to conduct training entirely digitally, with precise logging of every practical hour and route tracking. "This system eliminates the possibility of manipulation," Monov pointed out.

The Executive Director appealed to young drivers, as well as all drivers, to observe the limits and to realise the responsibility they take on behind the wheel. "Training provides a foundation, but behaviour on the road is a personal choice. You see – speed kills," Monov also stated.

The Executive Agency "Automobile Administration" will provide full cooperation to the competent authorities. The results of the inspection will be announced publicly after its completion.
