Electronic documents replace the windshield stickers for technical vehicle inspection

The Ministry of Transportation is introducing changes that will make it easier for drivers and reduce administrative burdens

The stickers for the technical inspection of the cars will be replaced by their electronic analogue. The Ministry of Transport and Communications proposes switching entirely to electronic documents that certify the roadworthiness of road vehicles.

“No more stickers and bureaucracy. We no longer need to glue, tear and store papers – everything will be in electronic format. This is a small but important step towards a modern and digital country where citizens receive fast and honest services,” Deputy Prime Minister and Minister of Transport and Communications Grozdan Karadzhov said.

The change is set out in a draft amendment to Ordinance No. H-32, published today for public discussion. The amendments come after the final opinion of the Supreme Administrative Court, which annulled the issuance of physical stickers for cars.

In accordance with the European Directive 2014/45, paper documents will be replaced by electronic certificates. This will facilitate cross-border inspections and improve the traceability of technical inspections through a unified information system.

To ensure security, the examinations will continue to use a digital vehicle identification device – via VIN number, RAMA and odometer.

The changes also reduce the administrative burden for the technical inspection centres – the obligation to print, scan and store paper documents, as well as to notify the Executive Agency Automobile Administration in the absence of stickers, has been removed.

The digitization of the process will increase efficiency, shorten service time and reduce the risk of technical errors.
