Georgi Todorov: We are working on a software for improving the control during technical inspections

We are working on a software for improving the control during technical inspections. That stated the Deputy Minister of Transport, Information Technology and Communications Georgi Todorov during the todays debate on road safety – “For 100 lives more“, organized by newspaper “24 hours”. During the performance of the technical inspections, the data from the devices will be registered on-line in the central system of the Executive Agency Automobile Administration. Based on the received information, the platform will automatically define the validity of the inspection, said Georgi Todorov. He stated that this will limit the possibility for manipulating the indications of the technical inspections.

At the present stage, the data from the measurements of the brake stands, gas analyzers and smoke meters are kept in the technical points, which allow a modification of their values or entering of fictive inspections, added the Deputy Minister Georgi Todorov.

The Deputy Minister Georgi Todorov announced that an argument for the new system implementation, were the increasing cases of breaches during the technical inspections. There were made 550 acts for one year. 134 of them were for issued documents of roadworthiness of vehicles, which did not fulfil the requirements or were not presented for inspection. For 15 of the cases it was found the performance of inspection with measuring tools and equipment, which did not respect the requirements. The Deputy Minister added also that there were opened also 15 administrative proceedings for withdrawing of authorizations for points or cancellation of technical specialists from the register of Executive Agency Automobile Administration.

On the topic training of drivers, the Deputy Minister Georgi Todorov stated that 280 exams for applicant drivers were annulated for one year. He said that there were carried out also over 3600 inspections of training centers as 90 sanctions were imposed for found violations.

Georgi Todorov stated that in the beginning of March is expected to start working the new electronic system for control of all the theoretical exams, which will guarantee the termination of vicious practices. The exams will be held in specially equipped centers for exams within the regional departments of Executive Agency Automobile Administration. Before and during the exams all the applicants will be checked by the means of scanners and special technique for detecting the presence of devices for telling the answers and copying. In his words, all the workplaces are isolated to avoid the possibility for communication between the applicants.

Georgi Todorov clarified that the system will scan the identity cards of the applicants before the exam. At the beginning of the exam will be made automatic photos through a facial recognition, and then the image of the identity card will be compared to the photos of the workplace. That will eliminate the opportunity for the applicants to change their workplaces, which will not allow someone else to solve the test.
