Unified control, more technology and clear responsibility are the main elements of the Action Plan to reduce the risk of serious road accidents and reduce road fatalities. It was published on the website of the Ministry of Transport and Communications.
The reform was adopted by a Decision of the Council of Ministers of 9 September 2026.
The document provides for overcoming fragmentation, duplication of functions and defining clear responsibilities for the role of institutions in risk management in the road safety system.
An Executive Agency "Road Transport Operator" is established within the Ministry of Transport and Communications. It will manage a unified system with data from various state registers and technology systems. Real-time analysis will enable control to be faster, more accurate and targeted where the risk is highest.
A key change is the designation of the Ministry of Interior as a single control body on the road. Parallel checks by different institutions are terminated, and the control resource will be directed to the most risky drivers, vehicles and road sections.
The plan also focuses on the roadworthiness of cars, intelligent traffic management, e-enforcement, modernization of driver training and prevention of risky behavior.
The goal is safer roads for everyone.
