Deputy Minister of Transport and Communications
Tsveta Timeva is a professional with long-standing experience in construction process management. She holds a Master’s degree in Civil Engineering for Industrial and Civil Construction, specializing in Structural Engineering, from the Higher Institute of Architecture and Civil Engineering.
She completed training under the Partnership for Roads programme in the Netherlands. She has also completed courses at the National School of Public Administration (ENA) in Paris, the National Institute of Public Administration (INAP) in Madrid, and the Institute of Public Administration (INA) in Lisbon, covering management of EU Structural Funds and management of projects financed by the EU Structural and Cohesion Funds.
In the period 1997 – 2000, she worked as a civil design engineer in the private sector. From 2001 to 2015, she worked within the system of the Ministry of Regional Development and Public Works, successively holding expert and managerial positions at the Road Infrastructure Agency – from junior expert to Director of the Implementation of the Operational Programme on Transport and Cohesion Fund Projects Directorate.
From 2015 to January 2017, she worked as a consultant in the organisation and coordination of activities related to the preparation, contracting, management, and reporting of projects financed by EU funds.
By decrees of the President of the Republic of Bulgaria issued in January 2017 and January 2022, she was appointed Secretary for Regional Development to the Head of State. By decree of August 2022, she was appointed Secretary General to the President.
She is fluent in English and Russian.
