Communications Directorate

establishes and maintains the policy in the field of electronic communications;

prepares strategies, programs and plans in the field of electronic communications;

assists the Council of the national radiofrequency spectrum in coining state policy on planning and allocation of radiofrequency spectrum, participates in its implementation and takes measure for the adoption by the Council of Ministers;

participates in the preparation and the updating of the National Plan for radiofrequency spectrum allocation;

participates in the formation and the implementation of the state policy in the use of "limited resource" – radiofrequency spectrum, the geostationary orbital positions which are defined for the Republic of Bulgaria under the international agreements and numbering capacity;

administers the Council of national radiofrequency spectrum in the management of radiofrequency spectrum and the geostationary orbital positions for their effective use in consideration of the interests of the national security according to its functions under the Electronic Communications Act;

participates in working parties of representatives of users of radiofrequency spectrum for solving problems related to electromagnetic compatibility;

carries out a study and analyses of the European and the international developments in the electronic communications as well as the development of new electronic communications networks and/or services;

participates in the activities of the international organizations involved in the management and the allocation of the radiofrequency spectrum and the geostationary orbital positions;

carries out a study and analyses of the European standards for the implementation in the field of electronic communications;

participates in the development and the implementation of standards, technical requirements and specifications;

participates in the preparation of positions, analysis, and information as well as it assists Working Party 17 "Telecommunications and Information Technology";

participates in the preparation and in the implementation of programs and projects on the development of communications including programs and projects financed by the budget of the Ministry, by international financial institutions and structural funds of the European Union;

assists the Minister in carrying out the International Registration of radiofrequencies and radiofrequency bands as well as the radio facilities which are being used;

assists the Minister in carrying out international coordination of radiofrequencies and radiofrequency bands as well as radio facilities which are using for the needs of the national security and the defense;

participates in the preparation of draft laws legal acts in the field of electronic communications, postal and e-government;

participates in the work of committees and subcommittees of the European Commission with regard to the accession of Republic of Bulgaria to the European Union;

organizes the implementation and enforcement of decisions and recommendations of the European Commission in the field of electronic communications;

develops and updates a postal sector policy project;

participates in the elaboration and the implementation of the state policy of providing the universal postal service;

forms the strategy of liberalization of the postal services and plans the stages in compliance with The European requirements for liberalization;

carries out a study of the European standards and norms for quality of the postal services and analyzes them;

participates in the implementation of the state policy in the Universal Postal Union and the European structures of management of the postal services;

participates in the preparation of annual thematic plan for the issuance of postage stamps and annual thematic plan for the issuance of postal products;

participates in the issue, circulation and disposal of Bulgarian postage stamps and postal products;

organizes and participates in the activity of international exchange of postage stamps;

organizes and controls the activity of the national stamp depository.
