Functions:
- Develop, coordinate, update and monitor the implementation of strategic, planning and programming documents for the development of digital connectivity;
- Participates in the development of regulations in the field of digital connectivity and broadband;
- Organize, coordinate and analyze the statistical information necessary for the formation of the national policy in the field of digital connectivity;
- Assists the Minister in carrying out the state policy in the field of digital connectivity;
- Prepares positions, analyses, statements and information on digital connectivity issues;
- Participate with its representatives in the work of committees, subcommittees, councils, working groups and other working forums of the EU institutions, as well as in international and European organizations, in the field of digital connectivity and broadband;
- Participates with its representatives in working groups, councils and committees at national level in the field of electronic communications and digital connectivity, including in the implementation of the priorities of the National Development Programme Bulgaria 2030, working groups at the Council on European Affairs, in committees for monitoring operational programmes, etc.;
- Monitors the progress and participates in the implementation of the objectives and targets in the field of electronic communications and digital connectivity in the Updated Plan for Broadband Infrastructure for Next Generation Access “Connected Bulgaria”, Priority 8 “Digital Connectivity” of the National Development Programme (NDP) Bulgaria 2030, National Strategy Paper “Digital Transformation of Bulgaria 2020-2030”, with the exception of the Single Electronic Communications Network at the State Agency for National Security, etc.;
- Examine and analyze the European experience and trends in the development of digital connectivity policy in order to implement them in the process of development and implementation of national policy in the field;
- Participates in the management committees of the European Union programmes in the field of digital connectivity and supports the Bulgarian participation;
- Assists the Minister in the performance of his functions as a Single Information Point within the meaning of the Electronic Communications Networks and Physical Infrastructure Act, by:
a) Ensure the development and maintenance of the Single Information Point portal;
b) Provide network operators with access to information on procedures and regulations; existing physical infrastructure for the deployment of networks, including high-speed electronic communications networks; planned or ongoing construction, deployment and installation activities; specimens of documents necessary for obtaining permits or other acts relating to the construction of physical infrastructure, etc.;
c) Examine applications and supporting documents for registration of electronic communications networks established in accordance with the Electronic Communications Networks and Physical Infrastructure Act and after establishing compliance with the regulatory requirements, register them;
d) Keep, maintain and update records and/or data;
e) Supervise the activities under the Electronic Communications Networks and Physical Infrastructure Act. - Performs the functions of national competent office in the field of broadband for Bulgaria (BCO Bulgaria) by supporting the demand and use of very high capacity networks, conducting expert consultation with stakeholders, etc., working to improve coverage in peripheral, sparsely populated and rural areas in order to overcome the digital divide;
- Maintain an up-to-date database of next generation broadband infrastructure, which includes information on the availability and geographical location of operators’ infrastructure by region;
- Prepare databases for geographic surveys and forecast for broadband coverage, including very high capacity networks on the territory of the country, in accordance with the provisions of the Electronic Communications Act;
- Enable end-users to determine availability and connectivity in a given area with the necessary level of detail, in accordance with the provisions of the Electronic Communications Act;
- Ensure the upgrade of the capacity of the Single Information Point in order to ensure cross-sectoral coordination;
- Participates in the preparation and implementation of projects for the development of digital connectivity, including financed by the budget of the Ministry, by international financial institutions and by European Union funds;
- Develops, maintains contacts and consults the Bulgarian business in the definition of state and investment policy in the field of digital connectivity;
- Assist the Minister in the field of cybersecurity within the limits of his competence;
- Develops and reports on progress in the implementation of the Bulgarian Roadmap towards the Common Toolbox of the Union for the Promotion of Connectivity;
- Participate in the drafting of the proposals for the annual reports of the Digital Economy and Society Index (DESI) in the part of the Ministry of Transport and Communications;
- Coordinates the implementation of the Connecting Europe Facility, Digital Sector (CEF2 Digital) and liaises with the EC, as well as with interested Bulgarian organizations;
- Coordinates the implementation of the Digital Europe Programme and liaises with the EC, as well as with interested Bulgarian organizations;
- Participate in the development of strategic documents related to digital connectivity;
- Participates in meetings of the European Alliance for Industrial Data, Edge and Cloud at the European Commission and coordinates and supports the Bulgarian participation in the Alliance in the area of digital connectivity;
- Participates in meetings of committees and working groups of the European Commission in the field of digital connectivity;
- Participates in the update and annual reporting in the framework of Working Group 31 “European Semester” of the National Reform Programme of the Republic of Bulgaria.
