In Bulgaria, an open and non-discriminatory access for all users is provided to the existing data indicating the geographical location of recharging or refuelling point accessible to the public. The user access to data is guaranteed by the platforms Bulcharge and Eldive, the online locator for electric vehicles charging stations Vsickotok.bg, and the information platform Fuelo.net for the LPG and CNG refuelling points.

The elaboration of the first National report implementing the provisions of Article 10(1) of Directive 2014/94/EU of the European Parliament and of the Council of 22 October 2014 on the deployment of alternative fuel infrastructure started in 2019. The report was approved by the Council of the European Affairs and on 6 January 2020, was submitted to the European Commission.

The National Policy Framework for the Development of the Market as regards Alternative Fuels in the Transport Sector and the Deployment of the Relevant Infrastructure was elaborated in compliance with the requirements set out in Article 3 of Directive 2014/94/EU of the European Parliament and of the Council of 22 October 2014 on the deployment of alternative fuels infrastructure.
It was adopted by the Council of Ministers of the Republic of Bulgaria with Decision No 87/26 January 2017 and amended with Decision No 323/11 May 2018.
